Walk into a typical CVB strategic planning session and the artifacts on the wall could have been written in 2008. Three-year strategy with a five-pillar framework. A SWOT. A funnel diagram with brand awareness at the top and “incremental visitor spend” pinned somewhere near the bottom. A list of “key partners.” A timeline that quietly assumes nothing in the visitor economy will change for 36 months.

Now walk into a Series B startup of comparable headcount. The artifacts look completely different: a quarterly OKR cycle, a measurement architecture wired to the actual product, a roadmap that assumes half the assumptions on it will be wrong by Q3, and a leadership team that talks about “what we’d do differently if we had to relaunch tomorrow” out loud, in the same meeting.

The two organizations are not in the same business. But they are increasingly trying to do similar work — own a category, allocate scarce resources against an evolving customer, and prove ROI to a board that didn’t exist in its current form five years ago. The startup operating model is, in our view, the more useful reference for the next decade of DMO work.

1. Treat the destination as a product, not a campaign

Tech startups don’t ship a marketing plan in isolation; they ship a product backed by a marketing plan. The destination equivalent is obvious once you say it out loud: every visitor experience is part of the product, and the DMO’s job is increasingly to influence what gets built, not just what gets promoted.

That reframe forces uncomfortable questions. Who owns the wayfinding experience downtown? The wait time at the airport? The quality of the restaurant near the convention center on a Sunday night? In a startup, those would all be product issues. In most DMOs, they’re “not our department.” Until they show up in a TripAdvisor review, or in a board member’s inbox.

2. Run a measurement architecture, not a dashboard

A startup measurement stack starts with a single question — “what does success look like?” — and works backward into instrumentation. Most DMO dashboards work in the opposite direction: they aggregate whatever can be pulled from cell-data vendors, hotel revenue feeds, search reports, and Google Analytics, then call the resulting collage a performance dashboard.

The fix is not more vendors. It is a clearer definition of the few outcomes the organization actually wants to move — resident sentiment, off-peak occupancy, average length of stay, share of high-yield segments — and a deliberate measurement plan tied to those outcomes. 3. Decide in 90-day cycles, not three-year ones

The biggest cultural difference is cadence. Startups make consequential resource decisions every 90 days because their environment changes every 90 days. DMOs make them every three years because that is how their planning documents are structured — even though their operating environment now changes faster than the startup’s.

That mismatch is the single biggest reason DMOs find themselves overcommitted to a campaign or vendor that no longer fits the moment. U.S. Travel Association research shows demand patterns shifting on a sub-annual cadence. The planning rhythm has to match the demand rhythm.

Practically, that means: a three-year strategy is fine as a directional document, but the organization has to layer a quarterly review on top of it. What changed since last quarter? What stopped working? What is the next 90-day bet? If the answer is “nothing changed,” the team is not paying attention.

4. Make the org chart the strategy

Startups treat hiring decisions as bets on the company’s strategy. The recent Hawaiʻi Visitors and Convention Bureau leadership announcement — three senior hires built specifically around a regenerative tourism mandate, including a senior director of data intelligence — is one of the rare DMO examples of this practice in the wild. The org chart is the strategy made visible. If a CVB cannot point to senior owners for data, stakeholder engagement, and product, those things will not get done, no matter what the deck says.

5. Get comfortable shipping things that aren’t perfect

The fifth lesson is the most uncomfortable. Startups ship. They ship before the brand book is finished, before the data warehouse is fully wired, before the website is on the new CMS. They do this because the cost of waiting is higher than the cost of being slightly embarrassed.

DMO culture rewards the opposite. Marketing leadership is judged on the polish of the campaign launch, the quality of the photography, the readiness of the partners. Those things matter — destinations are not SaaS products and resident trust takes years to build. But the bias toward perfection has a cost: by the time the carefully launched campaign is out the door, the moment it was built for has often passed. Most DMOs would benefit from a small, repeatable practice of shipping something imperfect every quarter and learning from it.

What this looks like in practice

None of this requires the DMO to act like a startup in temperament. Tourism is a multi-decade business and resident trust is built over years, not sprints. The point is not to ape the culture. It is to borrow the operating model: quarterly review cadence, instrumented measurement, product-mindset ownership of the visitor experience, an org chart that mirrors strategic priorities, and a willingness to ship and learn rather than ship and pray.

The DMOs that will look most relevant in 2030 are not the ones that ran the cleanest campaign in 2026. They are the ones that started running their organization the way the rest of the visitor economy already runs theirs.
