If a board asked your DMO tomorrow what return it generated for every dollar of public investment last fiscal year, could you answer with a single number that’s defensible, sourced, and comparable to last year’s number? Most DMOs in 2026 cannot. Not because the math is hard. Because the inputs were never set up to produce that answer.

Visitor counts and engagement metrics are not ROI. They are activity metrics. ROI is the relationship between dollars in and value out, and the destinations winning their funding battles in 2026 have rebuilt their measurement stack around three specific numbers.

Number One: Incremental Visitor Spend Per Dollar of Marketing Investment

This is the headline ROI figure. It answers: for every dollar your DMO spent on paid acquisition, how much net-new visitor spend did the destination capture that wouldn’t have arrived otherwise?

The key word is incremental. If a couple from Phoenix was already going to drive to Sedona, your Google ad isn’t responsible for their $1,400 weekend spend. The DMO is only credited with the visitor whose decision was actually moved by the marketing investment.

Building this number requires geo-conversion lift studies, holdout markets, or modeled attribution from your media partners. Vendors like Zartico and Arrivalist now offer arrived-visitor measurement tied directly to ad exposure, so the methodology is no longer the gap — the willingness to commission the work is.

Number Two: Tax Receipt Translation

This is the number your mayor cares about. It converts incremental visitor spend into transient occupancy tax, sales tax, and food-and-beverage tax collected. Multiply incremental visitor spend by the local effective tax rate and you have a defensible figure that translates marketing investment into civic revenue.

Why this matters: the elected official is not voting on your media plan. They’re voting on whether the DMO produces enough public revenue to justify the public investment. If you can show that every $1 of DMO budget returns $4 in tax receipts, you have a fundable program. If you can’t, your funding is a goodwill arrangement that erodes during budget pressure.

Number Three: Resident Sentiment Index
