The Missouri House of Representatives has proposed a $10 million reduction to the Missouri Division of Tourism’s budget, a cut that would reduce the division’s funding from Governor Mike Kehoe’s proposed roughly $26 million level to somewhere closer to $16 million, according to the Jefferson City News-Tribune. If the cut survives Senate negotiations and is signed into law, every program inside the division — including the state’s long-running Cooperative Marketing Grant program — will be under review.

The Cooperative Marketing Grant is the direct funding line that most Missouri DMOs, CVBs, and regional tourism commissions use to co-fund advertising. It requires a 50% match from local partners and has historically been the mechanism the state uses to extend its reach into smaller markets that can’t afford statewide campaigns on their own. A sizable cut to the parent budget almost certainly means fewer grant dollars, tighter eligibility, or both.

What this means for DMOs

Missouri is not an isolated case. According to U.S. Travel’s State Tourism Office Budget Dashboard, state-level tourism funding has been under sustained pressure since the pandemic-era ARPA money wound down, with several legislatures weighing reductions against other general-fund demands.

Three implications worth watching:

Local DMOs tied to state co-op dollars need a contingency plan now. If 30% of a destination’s annual advertising budget comes through a match program that may shrink, the time to model scenarios and brief boards is before the appropriation is signed, not after. DMOs that wait until the grant cycle opens with reduced allocations will have already missed their planning window.

The economic-impact case has to be made in-district, not just in Jefferson City. State cuts rarely get reversed by lobbying from the state association alone. They get reversed — or prevented — when individual legislators hear from the restaurants, hoteliers, and local employers in their own districts about what the cut means for payroll. DMOs that have built stakeholder coalitions now have the infrastructure to do that. DMOs that haven’t will be playing defense.

Structural funding alternatives are moving from nice-to-have to essential. Tourism Improvement Districts, lodging assessments, and private-sector partnerships are no longer niche revenue strategies for under-funded DMOs. They are increasingly how destinations insulate themselves from legislative volatility. Missouri’s proposed cut is a reminder that dependence on the general fund is a strategic risk, not just a budget line.

The Missouri budget is still in negotiation, and the final number could land anywhere between the governor’s proposal and the House’s. But regardless of the outcome, the lesson for destinations nationwide is that state tourism funding is no longer the reliable floor it was a decade ago.
