Every DMO leader has had a version of the same awkward conversation. A city council member questions tourism tax allocations. A local reporter writes a story about overtourism complaints. A Facebook group of longtime residents lights up about short-term rentals or cruise crowds. And the DMO suddenly has to defend its existence to the people who live in the destination it markets.

The answer is not better PR. It is a structured local advocacy program that makes residents active partners in how the destination presents itself — and, when the moment comes, active defenders of why the DMO matters. This guide walks through how to build one.

Why This Matters More in 2026 Than It Did Five Years Ago

Three forces are converging on DMOs right now. Community sentiment research from U.S. Travel Association shows that residents are paying closer attention to tourism’s local impact than they have at any point in the last decade. Budgets and TID renewals are increasingly contested at the city or county level. And social platforms have made it trivially easy for unhappy residents to mobilize opposition that would have taken months of organizing in 2015.

A reactive approach to this landscape loses. The DMOs that are holding their ground — and in some cases expanding their influence — are the ones that built resident relationships on purpose, long before the pressure showed up at a public hearing.

Step 1: Define What a Resident Champion Actually Does

Most “resident advocacy” efforts fail because they don’t start with a clear job description. A champion is not a vague supporter. A champion is someone who, when asked, will do three specific things: share authentic stories about the destination to their own networks, show up for at least one civic or stakeholder meeting a year on tourism’s behalf, and flag community concerns to the DMO before those concerns become public controversies.

Write that definition down. Put it in your program materials. Recruit against it.

Step 2: Build a Recruitment Funnel, Not a Sign-Up Form

A form on your DMO site that says “sign up to be an ambassador” will get you a thin list of people who were already going to support you. That’s not a program. That’s a distribution list.

A real funnel pulls from four distinct sources: long-tenure residents identified through local partners (neighborhood associations, small business groups, faith communities, schools), visible locals with organic audiences on social platforms, people who have publicly raised concerns about tourism impact (these are often your best eventual champions, not your opponents), and hospitality industry frontline workers who live in-market.

Recruit with a real ask. Don’t ask them to “help promote the destination.” Ask them to join a cohort of 40 to 60 residents who will meet quarterly, preview campaigns, provide input on issues, and be available as community voices when the DMO needs authentic local perspective. That ask is respected. The other one gets ignored.

Step 3: Give the Cohort Real Access and Real Work

The fastest way to kill a resident program is to treat it as a focus group. The fastest way to build one into a durable asset is to treat it as a small advisory board with actual access.

Quarterly meetings should include the CEO, not a junior staffer. Members should see upcoming campaigns before the public does, with a chance to weigh in on how locals will read the creative. They should hear economic impact data directly, not through a press release. They should be invited to closed-door conversations with elected officials when those happen.

In return, they do real work. They share campaigns from their own accounts. They show up at council meetings when DMO funding is on the agenda. They flag issues in their neighborhoods before those issues reach the DMO’s inbox. And they recruit their own replacements over time, which is how the program compounds.

Step 4: Arm Them With Stories, Not Talking Points

Talking points sound like press releases. Stories sound like friends. A resident champion who is handed a three-bullet messaging card will deliver those bullets robotically, and their network will tune it out. A resident champion who is handed a handful of specific examples, local anecdotes, and current data will weave that material into their own voice, and it lands.

Build a monthly “champion brief” — short, scannable, specific. One economic impact number with context. One piece of new programming worth sharing. One issue or debate worth being informed about if it comes up. That is the whole brief. Not a campaign toolkit. Not a ten-page deck.

Step 5: Measure What Actually Moves

Most resident programs never get measured. That’s why they get cut during budget tightening. Build three metrics from day one.

Track sentiment in-market with a short annual resident survey. Destinations International’s Resident Sentiment Study is a well-established framework for community sentiment measurement that the industry has been converging on. Use it.

Track showing up. How many cohort members attended council meetings, open houses, or civic forums on the DMO’s behalf each quarter? If that number isn’t rising year over year, the program has become a newsletter with no teeth.

Track story amplification. When you send a piece of content or a stakeholder announcement, how many champions actually engaged or shared? Not vanity follower counts — engaged reach in-market. That’s the asset you’re building.

Step 6: Build Protocols for the Hard Moments

Every destination eventually faces a controversy. A crime story that gets national pickup. A visitor incident. A funding fight. A board scandal. A backlash to a specific campaign.

Your champions should know, in advance, what the DMO will ask of them in those moments and what it will never ask. Never ask them to attack named individuals. Never ask them to post talking points verbatim. Never put them in a position that damages their own credibility in their own community. Always give them the underlying facts, the DMO’s position, and explicit permission to disagree publicly if they disagree. That last one is counterintuitive and essential. A champion who is allowed to push back is a champion whose endorsement means something.

A resident advocacy program is not a nice-to-have community program. It is increasingly a structural requirement for DMOs that want to survive the political, funding, and cultural pressures coming in the next decade.

The DMOs that build these programs now will have a base of real local voices to draw on when they need them. The ones that keep treating residents as an audience to be marketed to — or worse, as a background risk to be managed — will find out at a public hearing just how fast destination support can evaporate when no one has been keeping the relationship warm.
