Hawaii’s attempt to restore dedicated funding to the Hawai’i Tourism Authority has stalled in the state Senate — a setback that every DMO leader in a politically contested market should be watching closely.

House Bill 1950, introduced by Rep. Adrian Tam (D, Waikiki), chair of the House Committee on Tourism, would have directed a portion of the state’s transient accommodations tax (TAT) back into tourism marketing and destination management. HTA currently operates on $63 million for fiscal year 2026 and was seeking $66 million for fiscal year 2027, including a dedicated allocation for sports tourism. The Senate has now halted the measure from moving forward this session.

The background matters. Hawaii eliminated HTA’s dedicated TAT funding stream in 2021. Since then the authority has been restructured multiple times, operated under short-term appropriations, and watched visitor sentiment, resident sentiment, and ROI measurement all deteriorate. What this means for DMOs

The Hawaii story is not an isolated political fight. It is a leading indicator for every state DMO and CVB operating in a market where tourism is politically charged.

Three lessons stand out.

First, a one-time funding win is not a strategy. HTA had dedicated TAT funding for years before it was stripped away. Any DMO that relies on a single politically granted revenue source is one election cycle away from a restructure. Funding diversification — tourism improvement districts, sponsorship pools, shared-services agreements with partner municipalities, private sector co-ops — is no longer optional. It is operational risk management.

Second, resident sentiment is now a political input to funding decisions. Hawaii’s tourism funding fight has been shaped as much by community backlash over crowding and housing pressure as by industry lobbying. If your DMO’s community engagement strategy is a website disclaimer and an annual open house, it will not hold up when tourism funding comes to a vote. Destination stewardship has moved from reputation management to survival.

Third, DMOs need a policy operation, not just a marketing operation. The DMOs that will weather the next decade have lobbyists, coalition partners in economic development and hospitality labor, and a documented economic impact case that legislators can defend publicly. Marketing strategy without policy strategy is not enough anymore.
